Never understood the light switch and outlet cover paint-over, because those are easily removable. They complicate surface geometry such that you save little to no time by painting over them, in the present, yet increase fire hazard and ensure every related service request is more expensive and guaranteed to damage the wall, in the future.

I just don’t get it. How folks can do this to others. I myself couldn’t. I couldn’t half ass or no ass a job and let someone else deal with the consequences of my actions.

Money. They’re saving money. They aren’t thinking about the tenants at all, they’re saving money by not dealing with it properly. The only reason they’re dealing with it at all is to get new tenants in, and charge them more than they could if the renters could see there was a problem before moving in.

In my experience it doesn’t matter how much property managers are paid, they’ll find a way to be malicious. They delight in suffering and the tiny bit of power they have achieved gets them off at night.

Here it’s the tenants obligation. Normally mould is a defective of the real estate but landlords parrot “incorrectly ventilated” and would sue for damages. So tenants do just this.
