Did the author intentionally omit systemd-boot or am I missing something? The EFIStub part of it seems to be the only way to package a UKI. Void Linux even has a package with just the Sub for uses wanting to go that route.

Negative. A device trying to be everything will not succeed at anything. It also bumps the price which is already not cheap if you want a descent machine.
